Constable Edward Seymour was born in Middlesex in 1855. He joined the RIC as a musician in 1879. He spent all of his service in the RIC Band and died in the service. His daughter Rowena Victoria Seymour married RIC Sergeant Andrew Thompson Rankin from Co. Derry in 1914 who later served with the Palestine Police after disbandment of the RIC.
